At the request of the Division of Motor Vehicles, new requirements for motor vehicle title and registration were implemented in 2007. Effective September 15, 2007, in order to title and register a vehicle in this state, a vehicle owner is now required to provide a drivers license number or special identification card number issued by the State of North Carolina, another state, territory, or possession of the United States. In addition, out-of-state drivers license or special ID card holders are now required to attest to the fact that the vehicle being registered will be “principally garaged” in North Carolina for at least six months out of the year.
This vehicle title and registration issue represented a significant legislative battle for NCADA in the 2007 and actually involved three different Senate bills. Throughout the month of July, NCADA’s legislative team was engaged in significant negotiations with the Division of Motor Vehicles to seek exceptions to a “North Carolina drivers license or special ID card only” requirement for vehicle title and registration.
